William McNeil Jr., the 22-year-old Black man whose violent arrest in Florida was captured in a viral cell phone video earlier this year, appeared alongside his attorneys in a press conference on Wednesday morning, where they announced a federal lawsuit.

The lawsuit comes after prosecutors declined to file charges against the officers in this case.
